Please use the privoxy-users@ list (CC'd) for questions like this.
privoxy-announce@ is only used for announcements made by members
of the Privoxy team.

Whether or not you should use a VPN with Privoxy depends on
what you are trying to achieve.

Privoxy by itself does not hide the IP address of the system
running Privoxy. For details see:
https://www.privoxy.org/faq/misc.html#IP

To hide the client IP address(es), Privoxy is often used with
Tor which is described here:
https://www.privoxy.org/faq/misc.html#TOR
