Privoxy will only execute filters if they are enabled in
one of the action files.

If match-all.action only enables your filter and if you
don't use any other action files, no additional filters
should be executed.

Additionally you could remove default.filter from the
config provided your filter is in another filter file
but that's not really necessary.
