Thanks for providing this consolidated patch.
Debian just increased the severity of the associated bug report, which
means, that privoxy would be removed from the testing distribution if
this issue will not be fixed in two weeks.
So after testing the patch myself without noting drawbacks, I just
uploaded a new Debian package with this patch applied.

I'll keep you informed, if some Debian user reports issues with
this...
