[Privoxy-devel] Privoxy 3.0.28 mirror

Thanks for the reminder Fabian, I'll update it later today. Though we host the releases at the project site I think it is worth also hosting our own mirror so as to continue not to be dependent on SF for hosting, should the need or desire arise to move away from them.
