I agree that EUR 10K probably wouldn't be enough but it depends
on the details/scope and expected tax bracket. A couple of months ago
I suggested EUR 15K for initial TLS/SSL support in a funding proposal
(no response yet).

Anyway, I think we can wait with adding levels until we see if
there's any interest for the 10K level.
