It's conceivable that there's a security policy in place that prevents Privoxy from talking to local addresses but without more details that's a guess. On this page, amongst other options, is the option to enable/disable Privoxy. Follow this link and on the next page, disable Privoxy. With this done, although Privoxy will still be proxying requests, it will not process them. Report back with your results.
