Hi Sonder,
I would suggest first of all uninstalling Privoxy entirely using the script you'll find in /Applications/Privoxy. You will need to run it from a Terminal window using sudo.
When you reinstall, a document will open in Textedit which will tell you how to configure the proxy settings on macOS to send all content via Privoxy - the fact that you get a 'Privoxy is not being used' when you visit the Privoxy config page suggests that that proxy configuration was not done.
Once you can visit the config page (I recommend using the link http://p.p, which Privoxy will intercept if it is running and your proxy settings are correct) then you are in a position to edit your config.
The configuration files are stored at /usr/local/etc/privoxy - this location might seem odd but it is a legacy of the fact that macOS was built upon BSD Unix, which prefers that user-installed programs put their configuration files at that location. You will need to use sudo to edit the files.
HTH,
Ian
