If Privoxy is configured to lookup DNS addresses itself
(and isn't forwarding requests to another proxy) you can
use ACLs:

Otherwise you can use the block action to block both
the DNS names and the IP addresses and enable the
enforce-blocks config directive:
<https://www.privoxy.org/user-manual/config.html#ENFORCE-BLOCKS>
