According to my git checkout, the "autoconf-2-13-rc1"
tag was created in 1999, more then twenty years ago ...

Wikipedia claims that "Debian 7 (Wheezy)" was
"released 4 May 2013" so I'm not sure why your
autoconf isn't more recent.

Anyway, you probably have to upgrade your autoconf
or use a configure script generated on a different
system.
