for the record, this tells the system to use privoxy
netsh winhttp set proxy proxy-server=127.0.0.1:8118
Edge works (at least for me) but not Microsoft Store - which looks
like a firewall issue.
I have inbound _and_ outbound rules allowing both privoxy and
microsoft store but no idea how to figure out which rule is causing
the drops :(
