To find out why you need to open
  http://config.privoxy.org/show-url-info
paste the url in the "Look up the actions for a URL:" & click "Go"

snippet of what I get:
In file: default.action View
{+block{Path matches generic block pattern.} }
/.*(count|track|compteur|(?<!relo)adframe|adse?rve?|banner)(er|run)?(\?|\.(pl|cgi|exe|dll|asp|php|cpt))

I'd just add
  .storylineonline.net/
to a -block section further down in default.action
