I suspect that this is a packaging issue as well.
What operating system do you use and where does the package come from?

Privoxy has no integrated systemd support, but it's possible
that it's started with the --no-daemon argument in which case
it will log to STDERR (even if a log file has been configured)
and systemd could put the output in the journal.
