Sounds like a packaging problem. How did you install Privoxy?

The file is available online at:
http://ijbswa.cvs.sourceforge.net/viewvc/ijbswa/current/templates/client-tags?revision=1.1
and you could add it to the templates directory manually.

The package should still be fixed, though.
