Ian you sure that what ya stating is true about the client-tags ?
I just run the latest version of ya OSX package on my mac El Capitan
10.11.6 system and the client-tags is working fine.
This is Privoxy 3.0.26 on localhost (127.0.0.1), port 8118, enabled
Available client tags
This page shows the configured client-specific tags, and whether or not
they are enabled for the address your request came from (127.0.0.1):
No tags available.
