I ran into that bug today as well but apparently didn't
push the fix in time.

I just pushed changes to add man pages for the Privoxy tools
and move the Privoxy man page into a man directory. I suspect
they may need additional updates for the debian directory.
This adds a pod2man dependency which hopefully is acceptable
for everyone. On ElectroBSD, pod2man comes with the perl package
so it was already available.
