I'm not familiar with either Proton mail or Thunderbird.

Looks like this worked.

You could also try pasting the patch in the message to send
it inline which would make reviewing even more convenient
for me (assuming the web interface doesn't mess with the
white space too much).

Anyway, the patch looks good to me but please change the
subject line to something like:
"windows/MYconfigure: Use Mbed TLS 2.28.3".

Technically MbedTLS 2.28.4 is the latest version
since a couple of hours [0] but I haven't tested
it yet.
