I've received a report of a security issue (DoS) and
discovered a memory leak while testing.

Both issues also affect earlier Privoxy versions.

I think we should skip the 3.0.30 announcement and
release and announce 3.0.31 instead.

I intend to commit the fixes, tag 3.0.31 and upload
the source tarball later today.
