Is it possible that you did not run
"autoheader && autoconf && ./configure"
to create the GNUMakefile?

If the GNUMakefile isn't available, even a GNU make
will use the fallback Makefile which can offer to
run "autoheader && autoconf && ./configure" to create
the GNUMakefile.
