That particular snippet is a copy & paste of the
  <style-specification id="html-notoc" use="html">
section.  I got a lot of errors using "$(DB_TXT)-notoc" in the
makefile; adding a "print-notoc" section got rid of all the errors.
Or if you mean in general, lots of guesswork & reading docbook
manuals.
