I think it would make sense to check at configure time
which of onsgmls to nsgmls is available.

Preferring onsgmls is fine with me. After all we have
to prefer one of them and it would be consistent with
preferring OpenJade over Jade.

It makes a difference for me on ElectroBSD:

fk at t520 ~ $ls -l /usr/local/bin/onsgmls
-r-xr-xr-x  1 root  wheel  102344 2017-07-08 02:00:00 /usr/local/bin/onsgmls*
fk at t520 ~ $pkg which /usr/local/bin/onsgmls
/usr/local/bin/onsgmls was installed by package OpenSP-1.5.2_3
fk at t520 ~ $pkg which /usr/local/bin/nsgmls 
/usr/local/bin/nsgmls was installed by package jade-1.2.1_10

onsgmls and nsgmls seem to produce the same output
with the man target, though.
