[Privoxy-devel] developer docs

I'd like to add a section in the developer manual for setting up the
build environment in windows.  Anyone have a problem with adding a
section before
  5. Testing Guidelines
for what all needs to be done so that one can build privoxy?

The general section will probably be real short since it seems like
*nix normally comes with most of what's needed, so I'm guessing it'll
be pretty much
  git clone https://www.privoxy.org/git/privoxy.git
but the windows section needs to talk about setting up cygwin and the
./configure options

I suck at naming...  call it 'Building Privoxy' or ... what?
